I m very new to d&d, trying to make a char and i want to know if i can mix powers from Scout build with powers from Beast Master build or other builds?

Dual Weapon Attack is a ranger power without level. Therefore it can only be granted by class features. Take Throw & Stab instead.

Or, be a human scout, and use the human at-will to poach real ranger powers, like Throw & Stab.

To answer your question title: special indicates that it's not a normal at-will, and can therefore not be selected like normal at-wills. However, the best indication of that is the absence of a level, rather than the label "special."
