Welcome to Stack exchange, have you read the FAQ on What kind of questions can I ask here? You might want to expand your question so we can answer it better. For instance, your title and question body don't seem related. – Pureferret Dec 16 '11 at 20:04
Also, it's been a little while since I played 4e, but it seems you have two separate questions, one in the title and one in the body. If they are one question please clarify, if they are two questions please split them (no reason you can't ask both). – C. Ross Dec 16 '11 at 20:09

It's difficult to tell what is being asked here. This question is ambiguous, vague, incomplete, overly broad, or rhetorical and cannot be reasonably answered in its current form. For help clarifying this question so that it can be reopened, see the FAQ.

Dual Weapon Attack is a ranger power without level. Therefore it can only be granted by class features. Take Throw & Stab instead.

Or, be a human scout, and use the human at-will to poach real ranger powers, like Throw & Stab.

To answer your question title: special indicates that it's not a normal at-will, and can therefore not be selected like normal at-wills. However, the best indication of that is the absence of a level, rather than the label "special."
