This definitely clears up that Hunter's Quarry is a power. But I'm not convinced that Hunter's Quarry falls under the "what you've done to it and what conditions you've imposed" category. Divine Challenge, sure, because the creature will have a penalty if he doesn't attack the paladin. But with quarry there are no effects or conditions. The ranger just hits harder.

I was aware of this rule. But, as Erik said, Hunter's Quarry is not necessarily a power that affects the creature. The ranger is simply designating that enemy as the quarry. Edited the question to bring up this debate.

There's actually a bug(?) in the online character builder that prints this path feature as When you end your movement **within** 2 squares of an enemy. That's much easier to abuse, and why it came up during play.

We're now using a whiteboard for initiative tracking. It's helped a lot! We got through 2 combats in 1 session! We also have small magnetic colored pins to stick to each player's initiative token so that when it's your turn you are reminded of all conditions that are present on you.

You could do something as above but with two groups of humanoids: one cleric-y and one cultist-y, so the good-evil line isn't so distinct. When the rogue runs off without warning to sneak attack the leader of the white-robes, the rest of the party will know something is up!
