@BrianBallsun-Stanton You are correct if someone is actively hiding from you. I was referring to the generic "something is there but not immediately obvious, do you notice it without trying?" situation.

@Lechlerfan Just to clarify on passive perception - You don't roll against it. You pick a DC (easy, medium or hard for the PC level) and if their passive perception meets or exceeds that DC, they succeed. Otherwise, they fail. There is no rolling until the player declares active perception.

I don't know of a written rule on this, but my group hits this situation a lot and our interpretation is this: A blast must start in an adjacent square, and vertical squares are just as adjacent as horizontal ones, so why not? But then you get into more complex situations like casting a Close Blast 5 over the heads of your party members to only hit the large enemies, which for some reason seem less clear... Anyways, good question!

@C.Ross I suppose I meant that in the sense that if an answer isn't feasible for me to use in my specific world I just won't use it. But its still a good idea to post the answer since it could give me or other readers at least something to work with or draw inspiration from.

Do exactly what you're doing. Bouncing ideas off of someone else is the best way to find oversights or other things that make sense in your head but not to the players.

@JoshuaDrake What I'm hoping to find is content published within the 4e ruleset (Dungeon/dragon magazine, DM supplement books, etc). But I'm not going to ignore any out-of-the-box suggestions, so everything is fair game.

@Pureferret Naturally "make it up" is my fallback, but I find having some sources of published information help me make things more interesting. It also helps future DMs (we rotate) be able to stick to canon, for the most part, instead of having to remember all of the details that I invented.

The forgotten realms wiki says the World Tree was destroyed by the spellplague, but the epic destiny description says it is an ancient spirit that has existed since the beginning of time, and "if you have your way, it will live longer still." My research isn't helping...

@Khaal The Dual Arrow specifically was added in Dragon Magazine 373, and is available in the online compendium. I'm not sure what source created the first magical ammunition which, agreed, deviates from the original PHB.

This situation comes up all the time in my group, it's not all that uncommon. Any time I (the ranged striker) get charged or otherwise manage to have a bad guy beating on me, and the defender acts before the I can get away, he's obviously going to move into a position that flanks so he can have a better chance at smacking the enemy.

12.24 is the accurate average of 4d6 drop 1 according to anyDice, however the most commonly rolled result is 13. See for yourself at by calculating on the phrase "output [highest 3 of 4d6]"

comment Can a prone immobilized creature stand up?
If standing up is shifting vertically one square, then you're saying being knocked prone is shifting downward one square. Then all sorts of rules/powers start to get out of whack. A fighter could knock a marked enemy prone and use the "shift" to get a free attack on them, for one overpowered example.
