The question kind of explicitly ignores the actual reasons, and is not necessarily looking for in fiction reasons. Ultimately the reason is "it's not what villains do unless that's the plot" is both the in fiction and meta reason.

May 15	comment	Do AOE attacks deal Sneak Attack damage to all targets? There is an epic tier feat that lets you choose an encounter power and apply sneak attack to all enemies hit with it (that you have CA on). "Whirlwhind Sneak Attack". But that's probably out of scope at this point.
