comment When should I make my players actually roll for stuff?
I'm removing the system-agnostic tag just on the basis that answers (or at least the one you've accepted) is leveraging your system itself; there's no system-agnosticness in the question to tag so that tag isn't really describing the question. Answers might solve the problem without mentioning any explicit mechanics, but they're only valid to the extent they're compatible with your situation. (Rule of thumb test for this not being really system agnostic: an answer that works for Fate that doesn't work for NWOD would be a bad answer here.)

I've edited the title to more accurately reflect the question itself: this answer really isn't answering the details of the question, and hopefully that stands out a bit more now, because the question itself was never about whether the dragon was fussy and how to roleplay it being fussy. (Only the title mentioned that, and answering the title is... plusungood.) This needs heavy modifications to actually address and answer the question.

This is a fantastic thing to inquire into, but this isn't the place for it - you should probably look to a forum. Stack Exchange's Q&A engine focuses on problems that have one specific objectively best solution, whilst this is an invitation to discuss the various different systems people have used for a very large category of situations. A lot of them will be good! But we discourage discussion questions where very answer is equally valid, or which take the form of: "I use X for this, what do you use?" Forums are a great place for that though.
