This is acknowledged and part of the problem. See the question onwards from: "every now and then he gets to shine in stealth sections". Part of the problem is they rarely get to shine, and when they fail they're often but not always isolated from the party.

Actually, yeah: @BFldyq I've assumed, perhaps mistakenly, that headway adds to the roll and does not shift the target number. If headway lowers the target (same effect, different approach) my edit may be incorrect.

Hi, I've edited your word usage to say roll of 6/9 rather than total of 6/9. Total is generally used to indicate your roll plus any bonuses (headway in this case), but you appear to be referring to the roll itself before bonuses are applied.

Using GURPS, I could still build the loner who has to flee from combat, or the situational rogue who's otherwise useless because his time to shine never features in the adventure. Merely switching to a classless RPG won't fix this problem.

You seem to be suggesting in your third paragraph that rolling one or the other is required and may not be skipped, but I'm not sure how you reach that conclusion. Going by the quotes here, both abilities use the wording "the DM can have you", which doesn't imply requirement to do either and actually implies to me that either one is totally optional and both can be skipped. If there's something else you're drawing upon to suggest the rolling is required, could you provide it to substantiate your claim?
