Doesn't this make too easy to discover the saboteaur? Every time he does something suspect, even if you would have no way of knowing it, you get to roll? I'm totally unfamiliar with this system, so maybe I'm missing something, but if I'm not the feeling is that he would be caught no-matter-what after a few moves.

Do you plan to give him his move regardless, or only if he happens to ask it? If it's the former, are you sure it's what you want? You would basically be suggesting him to do that, as opposite to let him freely chose. Sure he can say no, but that's not the same thing (if he thinks he's "supposed" to do that, he might be very pressured into pursuing this course of action).

Malcolm Sheppard's answer is really quite bad. If they are game designers, their job is exactly to think about this kind of thing deeply... it would have been different if it had been a (for instance) Star Trek scriptwriter complaining about fans: in that case you may decide to care about details like this or not.
