Correct, however very few mechanics in 4e force you to use the default cosmology (none that I can recall, however I haven't played 4e in almost 5 years.) The cosmology is generally a setting detail. Last time I DMed 4e, i pulled out a 2nd Ed Planescape setting book, and ran with that, without issue. (Which has alot more planes than even 3.x's default setting).

+1 Sounds good. Are you are saying that gunnery doesn't apply to say a remote controlled machine gun, in a corridor? what will would that be Kinetic Weapons?

This is true, but that reason would normally include the fact that I know they won't pull that kinda stuff. Thus I think the "The player will demand to reroll same character twice" is a invalid arguement, at least, if they knew what they were getting into.)

Tridus: And then the GM says: "get out of my game, I have 5 other people wanting to play". No matter the rule, I don't have time for player that don't want to work with me as a GM.

@KRyan: I think you are right, in general. But it is cleary within the GMs perogitive (at least in every game I've ever run/played to refuse any character concept) such as the identical twin etc. I think I will work out some other system. (Possibly still rolled by no death result, and instead always fair by the roll changing if it is a physical disabilty, or a social stigma type disability)

1/6 is one in six. This isn't done for each stat, it is a optional choice (you do it zero times, or once). You could choose to play a guy who is a willing to take the risk cos he really wants X (where X might be an ability it is otherwise impossible to get). You you could pay a guy who plays it safe, and doesn't roll on the table
