comment Where did the option to trade rolling for a minimal success first appear?
Nice answer. I have updated the question to reflect it and others. Your idea about BRP is good, but that mechanic is about the GM waiving the roll. My question is about the appearance of a mechanic which allowed the player to choose whether or not they would go for a greater degree of success or simply trade rolling for a guaranteed level of success which is likely just enough (Take the Auto, Take the Average as mentioned in the question). This pretty much seems dependent on a mechanic which includes the concept of levels or margins of success, not meeting/exceeding target numbers.

comment How prevalent is cyber/bioware use among the general population in Shadowrun?
This answer, plus the very human, emotional element of wanting to avoid pain, suffering, surgery, and the need to do your own drudge work mentioned in TimothyAWiseman provide a good window for interpreting the spread of augmentation in the general populace.

comment What are the changes between editions?
That pretty much covers it. 3rd Ed was also released as a single volume, and from 4th edition onward I believe the game has appeared only in book, not boxed, form. 1st through 3rd editions saw the most expansions to the system, with tweaks, errata, and reorganization being the the rule from 4th on. CoC is generally compatible with BRP, but is simpler, and can at times be quite different (the Dodge skill for example). Such changes do not affect usage of older scenarios. 7th, while offering different system options (luck, pushing rolls, etc), is to be backward compatible.

comment When will the next edition of Call of Cthulhu arrive?
The 7th Edition completed an extremely successful Kickstarter campaign in July 2013 and is due for release in the winter. The initial intention was an October 2013 release, but stretch goal enhancements to the layout, contents, and physical production of the book have made that impossible.
