@AlexP - I see no reason why it couldn't. System-agnostic to me doesn't mean system blind. To rephrase it "even when pcs are not in the scene, doesn't mean that the pcs have no influence. Use their complications to become complications for the remaining characters." Then go into how you've done it in a specific case. If the question isn't about a system mechanic but a concept, the answers, I think, can become useful in general, no matter how you frame it. That's just my opinion, however.

@AlexP Though this has been distilled down to be towards fate-core, could you do that with any of the system agnostic questions? It seems that the question is more generic and possibly more useful than that. But that's just my opinion.

@InbarRose - No, read it a bit more. You introduce aspects. You don't actually play the PC. So if your PC has the aspect chased by the mob (bad aspect- just an example), they might run across mobsters that are hunting the PC, and know that he hangs with the group. And maybe that relates to something that the PC is doing in his inactive phase. It ties the whole thing together.
