I find it interesting that broken is only in reference to powerful, while nobody ever says that something that conceptually should be good ends up totally nerfed is broken. Probably not a question for stack exchange though.

I particularly love that solution for the snake. It appropriately moderates the ability, without having to put in some arbitrary restriction or essentially force the character to hold an idiot ball.

I think the credit system actually does model it. Not sure how it was done in the 70s, but nowadays 120 credits = BA. A BA could be considered a level up. You could also look at it as Freshman, Sophomore, Junior, Senior, each with 30 credits. Certain fields like Engineering require more credits, similar to the different XP tables for different classes.
