It always seemed a little implausible to me that many major antagonists would have artifacts that make them immune to clinches. Plus, my goal is to adjust it- I want them to be good, just not game breaking. Perfect defenses go a little ways towards solving that, but unfortunately it leaves non-dragon blooded NPCs with the option of only using perfect defense charms or with only using combos. On top of that many major antagonists (e.g. Behemoths, 3rd Circle Demons) don't have perfect defenses.

It really does depend on the kind of game you want to run. Money is as big a tool as Karma rewards for controlling power growth in a Shadowrun game. I tend to err a little high because I enjoy a game with lots of cyberware and other tech toys.

comment What to do when a curse makes a character useless?
Could be. Unless they are so "in the thick of it" that they can't break free to go fix themselves, I think the general advice stands. If the goal is to gloss over the curse quickly, some amount of GM hand-waving is basically required, and that seemed to be what we were trying to avoid.

The problem isn't with certainty in the outcome, at least with my group. I tend towards White Wolf games and so there is a lot more chance for a really deadly surprise. I kill players fairly often, but unfortunately death isn't really that big of a downside. Sure, everyone would rather not die, but in real life, death is a huge downside, in an RPG? Make another character.

This is powerful as a concept. My players tend to have fairly huge egos and would obsess over being rescued for days, assuming the rescue didn't feel pure Deus Ex Machina
