To get assessment successful you need to meet difficulty by rolling a success i.e. 0 shift is still success. Additional shifts give you more bonuses that depend on skill and situation and gamemaster

"Yeah, the object is not to deny a player a potential cool potion in the moment, so much as create the chance for humor and surprise if something goes wrong with the really easy roll. And if they fail it, I wouldn't deny them the potion either - just add the detail that maybe the effects aren't quite entirely as they intended, or some other minor complication." and Leonard Balsera answer to on this one. @edgerunner In raw Dresden Files version of fate compels is always between GM and compelled side. So as player you never will receive fate point from rejected compel you initiated. It is in Diaspora compel can originated from players also. But even in Diaspora rejected compell do not give fatepoints. So yes, you right and you also wrong.
