+1; making disadvantages exactly as useful as they are disadvantageous is excellent balance, and of course anything that advances the plot and makes characters' quirks shine is great. White Wolf used this approach for Flaws in NWoD.

Does it matter that they've effectively turned to chaos? If they get powers from their gods who would not approve, said powers should stop working either immediately or as soon as they really need them. Finding out that Shallya no longer has their back when someone's near death seems appropriate. If that's not the case, just enjoy the chaos campaign. Very few evil people realize they've stepped off the path!

So a weak player cannot unilaterally concede? A player with all the strong cards can reject any attempted concession and drag out the conflict until he or she has total victory?

It's no so much that the players act entirely emotionlessly as that they find my "persuasive" NPCs unpersuasive. It is partially a problem with immersion; ideally they'd be more willing to let go of their out-of-character caution and allow themselves to be swayed (within reason) simply because I describe a character as convincing.

Good points, but a mage's power is still very great even when using covert magic. Do you find that paradox is still enough to equalize the characters, or at least make the other characters useful?

Great stuff in that thread, thanks @Zibbobz. It is easier for players as I as the DM can simply play the NPCs as convinced. Players are invested enough in their PCs that they're very cautious about doing anything risky, regardless of how persuasive the NPCs are supposed to be.

You can tie the "no instant replacements" and "stop killing everyone on sight" rules together to make them both stronger: a replacement player can only enter the game by converting a befriended NPC into a PC.
