Old post, but very valuable. I'd like to throw in an example of a scenario where fighting is going to be very risky: daytime in a city. Even if the players don't care about collateral damage, the town watch does! The risk of having their gear confiscated and spending months in jail should get their attention.

I'm not asking about creating both ends of the portal remotely, I'm just talking about a vanilla portal from hither to yonder. By "target" I simply mean the destination. So your interpretation is that an ordinary use of Portal costs one mana, and using it to travel to a place within sight, where sympathetic magic would not normally be necessary, still costs one mana? Sounds reasonable. Thanks!

I haven't played it, so I can't evangelize, but the Dresden Files RPG has a similar mechanic, for one.

So many great answers, but I think this one fits my goal best, as it avoids personality and focuses more on the roles of the mind. I find the opposition between Empathy and Emotion interesting; having Instinct and Reason at opposites is fairly opposite, but Empathy <> Emotion is a more subtle distinction. Cool stuff!

comment PC characteristics overruling player intent
If the players do not get to decide for themselves how their characters act, they're not being allowed to roleplay, and that's very frustrating. If the player is not interested in being humane, I wouldn't force it; as it is, WoD already has a lot of mind-affecting powers bouncing around.
