comment What counts as a critical on defense?
Since this is calculated against Effective Skill, it's very possible to have a 15+ parry. Enhanced Parry, any Defense Bonus, magic, retreating and/or using a Quarterstaff or fencing weapon...it's relatively easy. A regular mage could use the "Block" spell to get +3 DB and have a Quarterstaff skill of 14 and parry with a Quarterstaff (+2) - easy, realistic 15.

comment How necessary is mechanical character advancement?
@AceCalhoon given that he's not getting into detail of the rules themselves, it doesn't seem like he's asking "How can I change my system to be fun despite a lack of char. advancement?" nor "What systems succeed despite a lack of char. advancement?" I'm not saying there's nothing here (the contrary, I think this is an excellent subject) - rather, I don't know if the question is phrased correctly for the desired answers. I'd recommend adding a request for details of similar successful (read: fun) games in of this type to succeed.

comment How necessary is mechanical character advancement?
I'd say yes (some games I've played involve the players getting worse over time, with lots of fun to be had). Separately, I'm not sure how this is an answerable question, as it's effectively a poll to see if people might enjoy this.

comment How can you find a balance between effective/optimised characters and creative characters?
I don't really see how this addresses the question at hand (though it is an excellent aside on building characters).

comment Why use a pistol instead of a rifle?
Enough armor to survive 4-6d is 14-21 - at TL8 that's only achievable with trauma plates, which weigh you down significantly. Even then, that's for the torso only. What it comes down to is that a gunshot to the leg is, well, a gunshot to the leg - it's gonna suck. Unless you guys end up going TL9 or TL10 (for which I'd recommend Ultra Tech, definitely), figure on most gunshot wounds being a major threat.

Is this system agnostic, or do you have one in mind?

comment Is there a tool to make custom character sheets?
There are some neat pre-made Excel sheets for various games that you can find online - I can't remember the name of it, but there was a really great one for D&D 3/3.5 that pre-built lots out with formulas.

Good idea, using vector for charsheets...html5 support is good too.
