The implications of introducing this weapon is definitely something I've thought a lot about. It doesn't seem like there's anything like it in 4E though, so I can just go nuts on that front. Since Mala mentioned it too, I'll check out Amethyst and see if it has any inspiration to offer.

It wasn't for the purpose of actually building guns in D&D, I just wanted to make sure there was nothing based upon or like gunpowder existing in 4E already, as gunpowder is what I'm basically trying to introduce :)

I'm a big fan of the 'very specific bonus'-solution. In my experience, players generally LOVE things like this that deepen their characters somehow, often even if they're negative. I've had a player who got a permanent +1 bonus to attacking spiders ever since he got over a childhood phobia of arachnids and another player who almost drowned once and thus became so scared of water that she got a permanent -2 penalty for swimming checks. It's details like these that make players feel like their characters in your campaign grow :)

This is true. I guess it depends on what the interrupt is in response to. If it's the MBA, then ioanwigmore's answer seems right. If it's the charger moving adjacent to the interrupter, see my reply below.
