Logically, any cyberware that does not have defences against EMP is going to be a pretty poor quality. But I am not familiar with any such rules as such.

@Thanuir: It's been a long time since I played Amber but I seem to remember that the numbers do mean something as well... Most of the NPCs have numbers not ranks.

Seamus, could you edit your question to make it more focused? For example, add what the players are playing: (para)military, emergency service, civilians, random jobs, etc... or a mixture of all the above. Also, how powerful are they? Where are they starting: First, second, or third world, isolated or heavily linked? What style is your game: Horror, comedy, shoot 'em up, ...? What themes are you and your players seeking to explore within this game? Which zombie flavour are your trying to emulate -- Walking Dead? 28 days later? Warm bodies? Bio-hazard/Resident Evil?

@fgysin: Oh, there are lots of really useful attack spells at level one. For example, Lofty Bridge (Essence list) has jump(?) at level 1. So, you cast that on someone in a corridor: splat on the ceiling then splat on the floor. Provided that the RR is failed, that is two attacks in one round!!! With a successful spell mastery roll, that could even mean crashing down those stairs all the way down. Or jump someone over the side of the spire castle wall.

The ram failed to break the gates until that point. Sure, we can not know for sure what Tolkien intended by those words. I am unaware of any of his writing that specifically defined his magic. Certainly Gandalf, Galadriel, Aragorn, and quiet a few other of the case use supernatural abilities. Whether you define those as "spells" or not is really up to you.

You never see (read about) anyone doing classic spell-casting... Not quiet true. The Witch King of Angmar casts at least one spell at the Gate of Minas Tirith. His title even suggests that he was a magic user in the past. Quote from Tolkien: "Then the Black Captain rose in his stirrups and cried aloud in a dreadful voice, speaking in some forgotten tongue words of power and terror to rend both heart and stone." -- Return Of The King, the Siege of Gondor.
