If the sorcerer is a villain, I assume you are the DM? If so, what is stopping you from simply assuming that your villain can do these things, without worrying about support in the rules?

Of course they could do all of these things by themselves, but in the adventurer economy of the DnD-family of games, PCs are filthy rich and earn boatloads of cash going on more adventures than they would spending time crafting stuff.

The weapon cord seems like the way to go. Having the chain attached to the neck does not stop disarming, a character can still drop the chain with their hands.

@deworde: If you experience any significant downtime then you're doing it wrong. Fiasco is a collaborative story telling game, so downtime is a problem with the players, not the game.

I don't think he's uploaded it anywhere, but I can tell him that there's an interest for it. He places all the required files in a folder and uses an XML file to define scenes and what keyboard commands to use to switch to a particular scene.

Usually, anything of that kind is restricted to scripted GM events as in a spontaneous situation, it is too easy to botch up and thus destroy immersion. I've never seen light magic done at a Swedish LARP, but if I'd do it, the wizard staff example in @Sardathrion's answer would be good (I imagine the actual light source hidden in some cover such as a frosted plexiglass crystal), but keep it restricted to trusted players who you as GM know will handle their combat-unsafe staff in a proper way.
