I'm relatively new to role playing, and am a Savage Worlds nut. I currently GM two games, one using the War of the Dead published campaign, the other set in the Deadlands Reloaded world.

I think the second point about prevention is really important. If you are truly giving your players the opportunity to affect the direction that a story goes in and rolling with the punches that random dice rolls can give you, then relying on a specific anything happening or not happening is pretty much futile.

Having run a 2 and a half year post-apoc game I cannot agree more with @JoshuaAslanSmith here. Adhering too closely to fact can become a straight jacket, and you risk spending more time obsessing about the precise location of a particular shop etc than you do over the fun story stuff. It's certainly an interesting basis for a campaign, but make sure to remember to keep things in perspective, especially during your prep.

Note that it is almost always better to make your question as specific as possible to your situation (as you have done here) rather than make it artificially broad so that it is 'more useful'. All that tends to do is invite more wishy washy and vague answers that aren't as good at solving the actual problem you have.

As @BrianBallsun-Stanton says, this question - rpg.stackexchange.com/questions/1173/… is very similar to yours, and if it is only the fact that the information in its answers is out of date, the way to handle it on this site is to offer a bounty on the old question with a reason explaining why. Unfortunately, you require a certain amount of rep to be able to do that, so you won't be able to just yet.

Even with the edit this question is still massively broad. The attributes you pick depend on a huge number of variables, only one of which is the setting you are designing for. For example, do you want a narrative, abstract, or crunchy setting? Without a significant rethink of the way the question is structured, I am voting to close, and I agree with @Zachiel that even then you are likely to get much better responses from a discussion forum that the format of this site
