Nope, it takes the Deadlands setting and extrapolates what would happen if the Reckoners won and is set in 2097. If you don't know much about the setting, I can edit it into your answer later when I have some time if you like :o)

No, you deal 7 damage, which is classed as both Lightning and Thunder at the same time. A creature immune to Thunder damage would still take 7 damage, because the damage is also classed as Lightning.
