@GMNoob - it's just is there to mean you can't use this power to damage your allies, and need a valid target. Many attack powers use that terminology, so it's nothing out of the ordinary.

@Simon - I think I did not make myself clear. It is not that the trigger occurs four times (the attack is only made once, after all), but that it resolves, simultaneously, to all instances of the attack. I will update my answer to clarify my stance.
