Yeah, just my example, 1,000gp gets you a magic "water spigot" that produces 20 gallons / minute or about 28k gallons / day. That's 4x better than a modern kitchen tap. Run full time is could provide drinking water for a full 30k person town. It basically lasts forever at a cost of 3sp per person in the town, that's a steal. Frankly, every wealthy person probably has one of these in their house, it's just expensive enough to be out of commoner reach, but just cheap enough that it's your first big purchase when you've "made it big".

@Tridus given the baseline and basically non-existent changes, this is a very narrow question. D&D3 was designed as TSR was bought out of bankruptcy between 1998 and 2000. There are three designers (Monte Cook, Johnathan Tweet, Skip Williams). None of them work for Wizards any more and two of them left before 3.5 ever hit the shelves. We're talking about one aspect of a decision made 15+ years ago by 3 guys in an era when game design was much less discussed.

On top of this there are guidelines for Estimating Magic Item Values that explicitly call out armor enhancement bonuses. So he not missed the textbook example, he even missed the chart :)

Maybe they were intended to be balanced in 3.0, but that failed based on public opinion. Even with that failing, nothing was changed in 3.5 or PF. This really seems like sacred ground that no designer wants to touch.

It's funny, I was thinking of Perception check as well. Just edited the question with that. Any guesses on the DC? Looking at the list of Perception DCs, it seems more and more like the wrong thing. Even the general case of "have you been noticed" seems much closer to the Sense Motive - Hunch description.

@KRyan total aside, it was actually a useful trade-off, the Psion goes from "Wizard-speed" to "Sorcerer-speed" on spell progression, but it converted my character from "glass cannon" to "brass cannon". I made the dip after level 10 as we had hit the point where the pointy stick had AC about 17 greater than mine. Full plate closed a much of the AC gap, Cleric gave a +2 Fort boost and Vigor + Channel + CLW gave me the ability to live through a fight or two :)

But it is a cost that's inherent in the class you're taking. If we assume that classes are balanced (for some value of balanced), then taking a class like fighter means that you're getting feats like Heavy Armor and Martial Proficiency instead of feats like Spells Known or Evasion or Poison, etc. And in fact, I actually built a character that used such a cheat. I built a Psion with a level of Cleric which gave me the two armor feats and a bunch of other utility. I have also seen combat Clerics with Heavy Armor.
