It's funny, I was thinking of Perception check as well. Just edited the question with that. Any guesses on the DC? Looking at the list of Perception DCs, it seems more and more like the wrong thing. Even the general case of "have you been noticed" seems much closer to the Sense Motive - Hunch description.

@KRyan total aside, it was actually a useful trade-off, the Psion goes from "Wizard-speed" to "Sorcerer-speed" on spell progression, but it converted my character from "glass cannon" to "brass cannon". I made the dip after level 10 as we had hit the point where the pointy stick had AC about 17 greater than mine. Full plate closed a much of the AC gap, Cleric gave a +2 Fort boost and Vigor + Channel + CLW gave me the ability to live through a fight or two :)

But it is a cost that's inherent in the class you're taking. If we assume that classes are balanced (for some value of balanced), then taking a class like fighter means that you're getting feats like Heavy Armor and Martial Proficiency instead of feats like Spells Known or Evasion or Poison, etc. And in fact, I actually built a character that used such a cheat. I built a Psion with a level of Cleric which gave me the two armor feats and a bunch of other utility. I have also seen combat Clerics with Heavy Armor.

...and requires a trait, which full plate doesn't Wearing the full plate with no penalty requires an extra Feat (heavy armor), it may be a "free feat" for some, but it's still a feat. There's also a speed cost that you are forgetting to mention. Regardless of proficiency, Full Plate will slow you down significantly.

So the caster level actually has nothing to do with making the item. Caster level sets the DC of the item, but does not impose any requirement on the creator's caster level. Especially when you consider that non-casters can create magical items. (d20pfsrd.com/magic-items#TOC-Magic-Item-Creation)

Turns out it doesn't matter: "Animals have Intelligence scores of 1 or 2 (no creature with an Intelligence score of 3 or higher can be an animal)" and the Handle Animal skill is very specifically about Animals.

... and for that measure, why don't magic goods ever go on sale? Or become subject to demand? Do Rings of Protection suddenly go "half off" because some shopkeep has extra stock? Take a look at the random item tables, do they actually make any sense? Grab a bunch of character sheets and compare the number of Rings of Protection to the number of Rings of Jumping... random tables say 2:1, pretty sure the character sheets will be 10:1... I agree that the whole thing is a little absurd, I even point it out in the answer :)

@NeilSlater to be clear here, you're cutting right to the core problem of Pathfinder Economics. They honestly don't work in any rational fashion. Two weeks in a Kingmaker campaign and this becomes pretty obvious. Equal questions to ponder: Who cares about gemstones? Magic items are way more valuable, portable and practical. Magic items never "go bad", so they're way better than gold. Nobody would actually trade in gold, they would pass around rings and belts and boots and wands and all manner of magical goods. Think about it, the boots never even go bad...

@DuckTapeal hey it's for the kingdom... have the followers create the items on contract for somebody else. Make it for a fee, so they build 1000gp of work using 500gp of materials provided by the third party and then collect a flat fee of 250gp from that same party. There you go... no "character-created" items, so direct sales, rules bypassed.

To be clear, you list "exotic but un-intelligent" animals. If your mount is a Blink Dog or a Pegasus with Int 10, I would assume the training rules to be different?
