The DM already said that I couldn't swap it. However, one of the Polearm Master abilities, Sweeping Fend, is nearly useless as written. I'll see if I can swap that one out for Armor Training 1 instead.

I like the direction of this answer. I think I will try a combination of some of the suggestions here for this season and then move towards making him a properly defined enemy if that does not help.

I am thinking that I should force them back into a conflict state, as the "Infection" that he has was not intended to be used by a player in the way he is using it. Then, he would lose the benefit of the part of his template that is the most powerful in combination with others OR he would cement his status as a bad guy. In case it's not clear, I like to have in-game explanations for changes in the meta, even if those changes are negotiated on an out of game level.

That's the main thing. Because of how we stat vs. how some other chapters stat (namely, they don't allow his Infection and they don't allow multiple Alterations), he is nowhere near as powerful in other places as he is at our chapter. That said, the reason he has the Infection is central to a major campaign plot, wherein he was, for a time, undercover among the PCs and leaking information to the bad guys. Now that he's no longer undercover, he is still leaking information to them. He just managed to convince the PCs that they're not bad guys.

He has, however, been agreeable to certain types/degrees of nerfing - so long as it does not defeat the purpose of his character concept.

Asking him to leave isn't an option as he is a Chapter Owner. He is not interested in a permanent Plot or NPC position, but I have considered making his character a local NPC. The main issue with making him an NPC is that NERO characters are able to travel to other chapters(which he does, frequently), and as an NPC (unless I pulled some shenanigans) he would lose that ability.

I found a related product online (discontinued, apparently?) that could be used for this purpose. dicecards.com/bits Playing cards where each of the cards has a d4 - d20 on it, as well as other random elements. Only 40 of the cards have a d20: you could keep any number of those (3 perhaps) and use those to trigger the reshuffle.

Ultralight boffers typically weigh half as much as a comparably sized latex weapon. I think the only thing you should learn in addition to the shots above is how to pull your blow without slowing down the entire shot. You can swing quickly without swinging hard. I'll see if I can find something helpful about pulling blows for up above.

In my experience, the two weapon style becomes a lot better if you disallow thrusting. Guarding is a lot easier when you only have to worry about slashes. Are you allowed to use ultralights? If the weapon barely taps the person, is it a hit or a miss? If that's the case, then a lot of the advice that says "don't use your wrist" is less relevant, because you can use wrist movement more. That said, if you learn every shot above that isn't a stab, they will still apply - there is just MORE that you can learn if UL weapons are allowed.

What sort of boffer combat are you engaging in? Do you have hit points (typical of lightest touch systems, like NERO) or do you lose a limb once it's hit (typical of light touch systems like Amtgard)?
