@Dyndrilliac I think I may have been unclear: I fully agree that a GM should be able and willing to provide a list of their existing house rules when asked. I just want to add the caveat that the GM may later decide to add a new house rule to the game (and thus to the list); Having a list in advance helps, but it isn't a perfect guarantee that the game will be played completely in accordance with the rules-as-written-at-the-start-of-the-campaign.

@doppelgreener The bit about expecting a list of houserules to grow with time; That's the important bit, and the bit I'd recommend be edited into the answer. The primary purpose of many houserules is to account for things the existing rules don't, after all.

Asking for a list of extant house rules is reasonable. That said, it's impossible to predict every situation that could come up during play in advance, so it's not uncommon for new house rules to be invented as the need arises. Expect a few new entries to be added to the list as the campaign goes on.

Like Afroakuma says, I'm pretty sure low-light vision is described in the PHB as granting vision in moonlight or starlight as good as it would be in full daylight (though it looks like this information isn't in the SRD).

@JimB Indeed; That's why I didn't call them out here. The Planescape setting even explicitly state that Petitioners tend to fill the role of NPC commoners in most campaigns: The commoners of most powers are so bent on their spiritual development that they have no interest in adventuring.

@doppelgreener I've got a strange feeling that AD&D had the convention that if the HD size of a monster wasn't specified in its description, then it defaulted to being a d6 or d8... but I can't remember which, and don't have my books on hand to check.
