comment An RPG Setting for Low-Powered Space Opera
Isn't there some guideline that says answers to recommendation questions should contain one recommendation each, so that the voting system can sort each recommendation independently?

comment Using more than one spell on a scroll
@Erik It seems that Pathfinder's changed scrolls to be substantially shorter, though.

@Erik I don't have my DMG on me at the moment, but I'm reasonably certain. Bear in mind, scrolls are usually stored rolled up. Also, spells take one spellbook page per level to store; Perhaps the designer assumed spellbook pages were about a foot long?

@JustinW The nice thing about using the Third Imperium as your setting is that it's been around since the very first edition of Traveller and has been continuously added to for decades, so there's a lot of detailed information available if you want it. Mongoose's Spinward Marches book is particularly great because it collects a huge amount of that material all in one convenient place.

If it helps, I think 3.5rd edition said that a spell requires 1 foot of scroll per spell level, meaning that a six-foot scroll could hold six first-level spells, two third-level spells, one second-level and one fourth-level spell, or any other valid combination that added up to six or less.

As SevenSidedDie says, articles are kind of important in English; a native English speaker, this abuse of the language offends my eyes, and makes the answer less clear. -1.

@WesleyObenshain That section was just supposed to be an example, but now that you've brought it up I can see that it does more to confuse than to clarify. I'll edit it out. Thanks!

comment What edition of D&D for complete newbs?
-1. 5e's a good edition, but unless you've actually compared it to more of the other editions you can't honestly claim to know it's the best for new players.

I know the rules say I should be able to do this, but "intent and outcome are rarely coincident" - Is there anything about this kind of campaign the game's developers haven't accounted for?

Yes! There's clearly a difference in expectations, so try and work out what that difference is and why.
