I'd advise against offering a bonus to initiative. Think about what you want to achieve with the ruling: given "sometimes a player who doesn't quite fit the narrative-focused mindset of the rest of the party gets a little restless", it sounds like the player is acting against something the rest of the table is enjoying, so you wouldn't want to encourage that.

I don't think the question, in its current form, can really be answered. The D&D 3.5 economy for player characters is based on Treasure + Experience per Encounter. That can't be translated into a "per year" basis without knowing more about how frequently players have encounters in your game. It doesn't care about quality of life. Non-magical healing has very little value (since magical healing is cheap). The value of spellcasting depends on how much the players take advantage of it.
