Just to make things crystal clear, am I right in reading this as "You can't cast Eldritch Blast twice because of the 4 conditions for casting two spells on one turn, you only fulfil 3 of them"?

I suggest you read the OGL (included in each of the books) which lays out all the restrictions you have to operate under.
