The effort is appreciated, but the answer itself doesn't quite answer the question (too well). This is mainly because it's not quite a "personal speed" (it's analogous to "being shot from a cannon": an outside force causing the speed, instead of the character itself moving about), and it falls under the (admittedly vague) "no cheating" bullet. The spirit of the question is about a speed that allows a character to travel between two points of choosing, not about theoretical speed limits themselves. This is why I downvoted.

On a related note: we have a house rule that if the player has a good story and the DM agrees, you can use any ability on any skill: intimidate based on strength, disable device based on dex, et cetera.
