There are multiple answers here that assume a reasonable encounter is something like party. That's most definitely not the case--a CR+4 encounter is something like parity!

@NeilSlater Yeah, a healer "fights" by finding some tough guy to put in front of the monster and then keeps him alive while he kills the monster. Even a wizard might not kill anything--what about a crowd-control specialist? Disable them while someone else kills them.

In a big place I have no problem with most anything under the limit being available. Small places, though--the amount of magic around is totally out of line with the economy of the town. Small places will have the most common items but the odds are they won't have anything oddball.

It's not reasonable to expect every item under the limit--you're not going to have a hard line where nothing above the fence and everything below it exists in any real-world market.
