Well, the Pathfinder RAW are for an optional cost. It explicitly says it's up to GM discretion and suggests time and gold expenses it should cost.

Not sure what else could be added, @BESW. If those last two paragraphs of the "Step out of the act" section don't "marry attitude to action" then I'm not sure what would. Perhaps it is a matter of presentation? I can break that thought out into its own section, that may highlight it further...

@Erik: you could also bring the active part into the present, based on what you carefully prepped i.e. "having carefully studied the creature's patterns, I easily sidestep its tail as it comes crashing down"

While this is definitely true, I feel compelled to note that many parts of the FAE rules basically default to "for more detail, see so-and-so section of the Fate Core rules". FAE is a standalone game, but the FAE rulebook... less so
