Letting them work it out themselves is absolutely the best and easiest solution to this problem. Random assignment is a close second, but I feel this method still trumps that.

When characters level up is pretty flexible. There is a system outlined in the rules, but it (like all the rules, to an extent) is just a guideline. I've played some games where XP isn't tracked at all, and the DM simply tells players when to level up based on when it is campaign-appropriate. Sometimes you level up after several sessions, sometimes it's every other, or even every session. Do what allows you to have the most fun.

Ahh, @DCShannon you are correct. That's what I get for not bothering to consult the books... But there seems to be some ambiguity about what specifically is a power. For example, in the Cleric class, it explicitly describes Healing Word as a power, but refers to Channel Divinity as a feature. Then follows both of those up with "The cleric has two class features that work like powers: Channel Divinity and healing word. The Channel Divinity class feature encompasses multiple powers" (emphasis mine)

It depends on the feature. Some class features are encounter powers or otherwise limit their use. For example, "Channel Divinity" is a class feature of numerous Divine classes, and is usable on a per-encounter basis. The key takeaway is "The power's description will explicitly state this. Read the description to be sure"

Yeah, the biggest difference between this proposed setup and the Psionic classes is that the Psionic classes still get dailies. Coming up with an appropriate (not underpowered or, more likely overpowered) alternative to dailies would be the trickiest part.

Yeah, there is that slight technical distinction. It is usable at-will (per its description), which I'm sure is the core of the question. But it is not an "at-will power" because it is a class feature, not a power.

In the end, I decided to forgo any up-front reading material. I like the idea of Greg Stolze's primer, but I kinda hate the content. That may fit well for some people, but it wasn't what I was going for. Things went just fine with nothing but my own verbal explanations, and I think there may have been some advice in the primer that would be contrary to my own style/expectations. I think I'll take some time over the coming weeks and put together my own primer... more less what @BrianS was saying. I'd mark that as the accepted answer if I could.

If I had more time to prepare, I'd definitely go for it. As it is, I'd rather spend my limited amount of free time preparing for this meeting and organizing what I'll talk about in-person, rather than drafting supplemental reading.

@Flotolk I totally get what you're saying, and I agree—sometimes it is better to find a way. But other times, in my experience, you end up twisting and stretching the situation to try and make all these impossibly disparate elements come together. In these cases, I find it less destructive to simply backtrack a little to a point where it makes more sense for the storylines to merge, and then collectively agree that that's the way it is, or was, or whatever.
