Checking through the monster description again; are you sure that Dire Badgers can create usable tunnels? There are no official PF rules for burrowing that I can find, and the assumption in 3.5 was that burrowing creatures didn't leave behind a tunnel unless something said that they did. For example, "Burrowing ankhegs can construct tunnels by pausing frequently to shore up the walls with a thicker, less caustic secretion from their mouths." The Dire Badger doesn't have anything like that in its description.

If your confusion is about why some necrotic damage causes a reduction in max HP and some doesn't, you should say that. As RS Conley points out, there are sources of necrotic damage that don't cause this effect. Your question makes it sound like you're referring to all necrotic damage, not just necrotic damage that reduces your max hp.

You should be more specific with your terminology. Necrotic damage is just damage. What you are describing is a specific kind of necrotic effect that reduces your HP total as well as damage.

Interesting suggestion. It doesn't work for my current situation, because the location where I'm building doesn't have much in the way of pre-existing cave systems, but good just the same.

@DamiánGil Sure, both combatants Waiting for an hour might be unrealistic, but that's not the only solution I suggest here. The situation you describe would be modeled in GURPS by the two fighters taking Wait or All-Out Defense actions while Stepping closer, until someone was in 1/2 Move range for an All-Out Attack or an All-Out Defense (Dodge) charge.
