I'm a ruleslawyer from 3.5 D&D, but I've since branched out into many other systems. I currently play Pathfinder for the most part.

I believe that the GM's first job should be to know the rules. Games are much more fun when rules are selectively ignored or fudged, but it's important to know the implications of rules changes before making them.

Another (significantly more expensive) route discuss in Complete Arcane is to scibe spells in the actual architecture of a building. It's crazy expensive, but it's nearly impossible to know the spells are there unless you're looking for them, and they can't be destroyed without demolishing the structure entirely.

One thing to note: There are effects for odd stats as well as even ones. Feats, in particular, require odd stats rather than even ones. In-game, a person with a 15 Dex is more dexterous than someone with a 14, just not by enough to make them 5% more likely to succeed on Dex-based actions.

Not that I am aware of. Native outsiders likely should be considered as Humanoid for Ghostwalk, since Ghostwalk was written before Native Outsider was a thing, IIRC. Honestly, though, just houserule it. Maybe fey can ghost themselves because they have an intimate connection to the world, and so can resist the afterlife better. Maybe outsiders can use their extraplanar nature to resist the pull of an earthly death. Whatever makes the most sense to you and your group.
