The horse has four legs and its mass as advantages (the grappling rules include some of that), so that should/would be considered in the DM fiat process. Strength is useless without leverage, and the horse has the advantage in leverage against someone in a net.

@TheMorten Building "correctly" in PF and 3.5e is more important (potentially much more) than in 5e. Experience in non-5e games may be misleading, or even completely opposite, to the experience with 5e.

I just realised that tag edit I made wasn't necessarily justified, because it turns out that both tags are equally suitable. Since we shouldn't have two tags with that much overlap, I've left the edit standing for now but posted a discussion question about the two tags on meta to sort it out properly. Definitely an error, +1. For comparison, 2nd edition did away with the "1 HD per level" language entirely, to get a straight 1d6 targets. (But of course the relevance of that fix to the intended wording in 1st edition is slim, as Gygax famously had no involvement with 2nd edition.)

Me today finds this much more interesting than me three years ago. There are a couple players I'm struggling to fully engage during the game; this is something I might try, or just try talking about with them and the group.

@DCShannon There is a strong aversion to too much of this among some people in the RPG community, enough that it's a hot-button topic in some circles. In moderation it's useful, but it's a fine line, one that's easily crossed, between that and just railroading while pretending not to. The answer doesn't acknowledge those issues or provide advice for using this in a non-railroady way (avoidance of which is core to the question). For further reading, google "illusionism" in general and "quantum ogre" in particular.
