Roleplayer, lapsed blogger, and full-time dad.

Started playing with AD&D 1e and GMing with AD&D 2e. Ran D&D 3.x, 4e briefly, then became a fan of indie games and the OSR. Particularly fond of GMless and short-form games because they suit a busy schedule and are good for enticing non-gamers into the hobby.

+1 for answering the direct question. As a suggestion, you could extend this by explaining how seeds are gained/known/tracked.

@KRyan It's different in the sense that they have no idea what a DM's authority is. Explaining the scope of a DM's authority is more than Rule 0, and simply pointing to Rule 0 would be a confusing, poor answer. Rule 0 is about the DM's authority to change the rules, it doesn't explain what power the rules-as-written give the DM.

@KRyan I think this question is more basic than the theoretical limits of Rule 0. I don't think that would answer the question this person is asking, because they're not expert enough to connect the dots and figure out how an exegesis about Rule 0 applies to their situation. Consider that explaining that Rule 0 exists and what it is would be a legitimate attempt to answer this question, but would be "not an answer" on that one.

Your second question is already covered by Should a GM be a Player?, so we can focus on your first question.
