I am an avid RP and tabletop gamer, currently designing a tabletop skirmish game of my own. It is a hobby of mine to sit down with a core book for a game and decipher its system.

I put that a rigger can pilot while a 'Soft shoots and vice-versa since the Rigger can, while jacked in, control the vehicle and if using a PAN can in theory use all systems solo (assuming I read the rules right)

However, " Answers are usually brief, cryptic, or repetitive. If the creature’s alignment was different from yours, the corpse gets a Will save to resist the spell as if it were alive. " so there is resistance built in

Funny in that in an earlier comment Hey I Can Chan said it was like Masquerade. NWoD did something similar: a universal core with (technically) expansions for Vampires and Wolfies. Thus you'd have cores without essential rules.
