I am an avid RP and tabletop gamer, currently designing a tabletop skirmish game of my own. It is a hobby of mine to sit down with a core book for a game and decipher its system.

My first two points are how is helps the average guy. It just really shines when you have special abilities.

Just looked it up and sure enough there it was.

I must have misread. My interpretation was always that the Passive was determined by the attack, and Active could be anything reasonable. I can't use Footwork to evade someone when I'm prone, but it makes sense that I can just deftly "dance" around a stab (or the "Parry 9" as we call it in fencing, IE retreating out of attack range), or that the rules disallow parrying an unarmed attack.

I have to say that the "Injruies" section strikes a bell. Especially if you remember Fight Club ("Yes, these are injuries from fighting")

comment May magic missile be energy substituted
If you would kindly edit so I can remove my -1. I had the Crystal Keep Feats up and they say "i.e" for energy types. In multiple online sources it uses that descriptor too, but in Dragon 325 and in Complete Arcana there is no "i.e.", therefore by RAW you're right. However, the core books and D20 SRD recognize sonic as a type. It may be possible that one publication just c/p'd to the other.

comment How effective would a mech be in a city environment?
Narratively this makes a lot of sense, but a lot of games don't care about collateral damage. Missed attacks mechanically just vanish into mist instead of leveling the structure behind the target. In the 40k games I've played, the terrain was unchanging during the course of the same battle, even with the fury of the Scatter Die.

Quite frankly, I would give armor at least a +1, otherwise I agree.

comment Things that all characters are vulnerable to in Shadowrun?
I'll have to consult the book and get back to my answer. Off the bat, I can't think of a catch-all that's easily scaled otherwise I'm sure one of your players would already be one.
