comment What “objects” can a spell target?
With the "Target" requirement, the pebble's reflex does matter. A Force Orb spell is not a Fireball spell. Although the two seem to have similar aspects, a Fireball does not have a target requirement, only an area of effect. Thus, the basketball reference, which would fit if this question was about Fireball doesn't necessarily fit with Force Orb. With the target requirement, a new can of worms is opened. If the target is missed, because it is required for the spell, does the spell fail? It may simply dissipate.

@Tacroy then there is always the possibility that the townsfolk will charge prices unrelated to the adventurers themselves, because of their own problems... being squeezed by an overbearing lord or gang of thieves (Magnificent Seven, anyone?), which opens up the possibility of an adventure.

+1 for using one's own noggin. You can make prices high if the players are rich, or make prices low if the players are broke... or you can do whatever you feel like, since you are the world as the GM.
