Fair enough. My point, I guess, is that you don't need more rules to be able to run the kind of game that you want. More rules create more loopholes for the players to exploit (e.g. really high skill to get better at called shots). Arbitrary rules like only giving 3/4 xp makes the players feel like they're being cheated. There are lots of ways to craft a nuanced game without having to change the basic mechanics of the system.
