After playing a few session I found this to be the case. Allowing Triumphs or an excess of advantages to end encounters or reach certain objectives quicker seems to be the best way to handle things. Let Criticals happen, make failure and success equally interesting, and use minions liberally.

What I decided to do was an Extraction mission to kickstart the campaign. Get a guy out of a place, outdrive the pursuit, and break down the Kink bomb in the guys head to preserve some paydata as a nice bonus. There will be guys for Mr. Shiv to play with of course.

I will admit that the player IS acting outside of Lunar themes. After reviewing some of the past games the plaeyr was involved in, I come to realize that her MO is always the same. "Jerk standoffish loner who HAS to have fire based attacks". She has yet to even claim any hearts blood so I wonder if she should have gone fire aspect Dragonblood with the lore bolt charms.

As a side point, the assumption of this hook is that the players are the highest ranking nobles remaining in the area and it would be difficult, though not impossible to reach a nearby palace. Is it honorable to assume responsibility?

A fair point. That point meant that a player should be allowed to be good at what he is intended to do. As an example, I am playing a barbarian in a 3.5 game and after seven sessions, My barbarian has not been allowed to rage kill anything that wasn't an innocent person or six levels above the group. Had I less trust in the GM, this would leave me dissatisfied and likely asking for a new character or outright leaving.

I was thinking of that as well, but generally speaking the pack handles it's own business and that feels like more of a "mass battle" thing. How could I use this in normal play?

Thanks for the suggestion. I've talked with the player since posting this question and the players in question have a long history of play together through MMOs, so naturally they're more comfortable playing off each other. I've decided to play around that and challenge these relationships. Still debating if I want to risk them since it's clear that the players treat these NPCs like a treasured item and I have a general rule that the stuff you pay for gets some plot immunity.
