Surprise rounds could be seen as 6 seconds where the opposition is too stunned to act. But 6 seconds is a long time. I prefer to see them as a chance for one group to attack in unison, and I rp them that way. So in this case, they would all be attacking at once and mechanically they have to resolve it in some order.

If the whole group coming in wants to hide and sneak attack together, you can give them a surprise round in the middle of combat. Have them wait until the end of a round, add them in like in the answer, then move them forward and let them have one whole round to themselves that represents them joining the battle. (provided they succeed on not being spotted)

Generally if you game idea doesn't directly fit into some world, you should follow the 90% rule. If a system does 90% of what you need it to, it is a good fit for the campaign. Don't forget to factor in player/gm knowledge of the system.

@user2475269 If you chain 10 of them together without giving them the chance for a long rest, you'll find that the 10th battle will not be so easy for them. You can also give them no chance to rest at all, even a 5 minute short rest, and in that case 3-4 'easy' battles will start getting really hard really fast. This is also a pretty good way to dial the difficulty. Plan 5 battles, stop at 3 or 4 if they are clearly going to wipe on the next battle.

@MrJinPengyou Not so much, this RPG is focused heavily on performing missions given to you and doesn't have much in support of a GM wanting to simulate the creation of a settlement.
