@user3735278 I suppose so, although that sort of general retraining is an optional rule, and so entirely up to the DM. (Some classes, like the fighter, specifically let you retrain your bonus feats as part of their core functionality, but the general rules are optional.)

@GMNoob That spells can crit is part of the base ruleset, under the description of touch/ray attacks: "If a ray spell deals damage, you can score a critical hit just as if it were a weapon. A ray spell threatens a critical hit on a natural roll of 20 and deals double damage on a successful critical hit."
