D&D Hall of Fame:

Singhi's 3.0 campaign - started at 1000 xp, vanished into nothingness at 2995 xp.
Paolo's 3.0 one-shot - too much DMPCing.
Luca's 3.0 campaign - started as a CoDM-PC, made a PC shortly after. Still no level ups.
My 3.0 campaign - aborted three rooms from the end.
Marco's 3.5 7-PCs-campaign - aborted for scheduling problems. Still no level ups.
Marco's intro to RttToEE - gave DMing right to me after 2 sessions. Arbitrary leveling up between those.
My 3.5 Return to the Temple of Elemental Evil. TPK'ed at level 8/9.
Marco's 3.5 all manuals campaign - aborted for excessive PC firepower. Guess what.
Marco's 3.5 random characters campaign - aborted after less than 10 minutes of play.
Pier's 4e Keep on the Shadowfell - gave DMing rights to me before I could level.
My 3.5 Expedition to the Demonweb Pits. - Completed!
My 3.0 City of the Spider Queen. - Completed!

I don't think PF lets you prepare actions outside the initiative sequence. Does it? I think the only advantage of unsheating weapons is not needing to unsheat them after combat starts.

@GMJoe It's 5 gp for each XP spent, but there are exceptions (when crafting items with N-per-day uses)

I know @BESW has some experience in playing D&D-ish games where the main plot was built around a single character (the most reliable player) and still the other players had something to do. This could solve your problem while not being a proper answer to your question. If you want to, you could expand your question to ask for these kind of solutions too. Otherwise, I think you'd benefit from opening a second question on the lines of "How can I have my players enjoy the game even if I were to focus on one player character"?

Trying to sinchronize the in-game timer with the out-of-game timer like "we only have 6 seconds to play each player's turn" seems unreasonable to me. While the idea is good if you just run with it and ignore the realism implications (the timer ends when game session is over), trying to tie the timer to the real time is, IMHO, recipe for disaster, in every system where you need to think about what your characters need to do.

@telandor in other words, even if you were to measure the distance to the centre of the squares, both squares would be one square away, which is the same distance, which is not further away
