Even ignoring that, you can prevent more than 252 damage by simply killing the enemies before they do that much. And at similar or lower levels of build resources, it’s really not difficult to out-damage this healer. I can think of trivial ways to accomplish it as a barbarian, fighter, rogue, sorcerer, or wizard off the top of my head. But aside from the last two, they’d lose badly to a cleric who was serious about stopping them before they did.

You’re calculating Maximize + Empower incorrectly; you still roll the dice (and then halve it) for the empowered side. That said, you also neglected the Caster Level component; a 5th-level spell is a minimum CL of 9, so the total is still on average 29 (8+½(1d6)+2(5)+1(9)=29), but note that Maximize and Empower are, together, adding a measly 6 to this number. DMM (Quicken) is not a trick you can use a lot of, but even ignoring that, your number only works if your foes make the tactical mistake of spreading damage around evenly rather than focusing on one person.

Option 2 is really poor, not optimal at all. The cure spells benefit very little from Empower and Maximize, since they have so few dice, and they are too little, too late as far as healing is concerned: they tend to spend an entire turn undoing one attack. You can prevent far more damage by just killing things sooner. This is particularly true in an optimal scenario, when a lot of enemies are going to be able to kill if they can land a hit; healing is completely useless in such cases. And then heal, which actually is sizable, gets no benefit at all from either metamagic.

The races in Savage Species, particularly the anthropomorphic ones, are generally not very well compatible with the rest of the game – as you note, the LA +0 on the anthropomorphic baleen whale is insane. Many of the anthropomorphic animals. This is due to the history of Savage Species: it was not, originally, a D&D product at all, but rather the core book of an entire spin-off product. That got scrapped and the material they had was ham-handedly shoved into a D&D book. Moreover, while the whale is absurdly good, you also have not demonstrated that it is good enough to save the monk.

@Sandwich Still, not really worth a feat to get the cover 50% of the time (at best, assuming an even number of rounds), particularly when you could still be manifesting another thing. Also, yes, Linked Power is broken enough to overcome the tower shield's faults, but then that's not saying much, because Linked Power is really broken.
