I could, but the problem is that Tact-Tiles, while really nice in many ways, are dry-erase, and will lose their markings in transit. Arriving early is something to look into. I've also wondered whether wet-erase maps might not be a good investment so that I can prep at home.

I've recently come to use Gametable, too. The feature set, in my opinion, is pretty small, and that's a big plus. There isn't much to learn, and it's the most like using a tabletop mat that I've seen. I don't feel like I need to do a lot of prep work, I just draw the things I need as I need them, with the "pen."

Yeah, I had originally meant to note that I realize that it's much, much easier to understand your character's powers if you grow into them level by level. That's why I specified one-shots. Your other two ideas are good, but I fear my players might not be interested in using up free time prior to the game, especially making characters, since they don't have DDI.
