comment Is there a tool to make custom character sheets?
Someone could write a really nice character sheet package for LaTeX. I'm not aware that anyone has, though.

comment How do I increase resistance to drain?
Just as an aside--when SR4 changed the dice mechanics, they also made it a lot harder to avoid drain at least occasionally. I'm not sure the designers fully intended things to be this way, but nonetheless your options are fairly limited in SR4 even for easy summons. Perhaps try to do your summoning whenever possible at times when you can recover from drain?

If the simulation is good, the players can largely forget about it and focus on the story. If it's bad, then either (1) the mechanics will cause something crazy to happen, or (2) the players will realize the mechanics can make something crazy happen that benefits them, and will do it (or at least will spend a lot of effort looking).

+1 for doing most things well. The only downside is that botch rates don't depend on skill level, no matter how easy the task (unless you decree that it doesn't happen). So although it meets 1, 3, and 4 well, and has a decent attempt at 2, it does fall a little short. Still, overall it's a great mechanic.

+1 for meeting many of the criteria. Bonuses/penalties don't work well at the extremes, however. If you need +10, you have a 1.7e-5 chance; if you need +9, you have a 1.7e-4 chance (10x more); if you need +8, you have a 7.6e-4 chance (4.5x more again). Nonetheless, it covers points 1, 2, and 4 admirably.

comment What are some quality low-magic d20 (3.5e/PF) systems?
Book of the Nine Swords stuff is so high energy it's almost indistinguishable from magic, but it has a very martial feel to it. Good suggestion--might be overkill, but definitely has a lot of combat flavor (at a power level that doesn't require much else to be adjusted).
