I like your last bullet point - kill the gaijin, maybe even pretending to defend the Empress' brother from an alleged ambush. The Empress' brother is given the chance to save face and play along. There is of course the possibility that he will bear a grudge on the samurai afterwards and make their life quite miserable or testify that they were trading with the gaijin and only when they spotted him they "came to their senses", resulting in a quest for the samurai to restore their honour etc...

@SevenSidedDie That's true, even though the question title doesn't. The similar-question search by someone else may therefore lead someone here who does not yet have a dice tower at all but wants to DIY from ground zero. And in that case dicecards might be an alternative. But I agree that for the specifics of the question body my "answer" is merely a too long comment that is certainly not intended to replace the accepted answer but to show alternatives to someone who wants a less-cheatable and silent RNG. (But I'll turn/flag this CW if your actual concern is I'm rep-whoring)

@SevenSidedDie I read the question with emphasis on "silent", so my answer is kind of a cheat - but the premise of a dice tower is a RNG that cannot so easily be fooled by throwing a dice in a specific way; and letting someone else shuffle dicecards would achieve the same

@Ryno They don't show up on all cards in that case, so you may have to draw again. E.g. a d4 is on 52 of the 54 cards only

hill-kleerup.org/pmwiki/FATE/FUDGEDice suggests mapping +/-5 to 0 in order to obtain probabilities more similar to 4dF. Note though the quote In static tests & challenges, this dice method will be noticably biased towards results of +2 and +3.
