@K.L. going to the authorities might be clever once or twice, but if it is the norm, it is a problem. As I see it the biggest problem is a lack of engagement from the other players. The DM needs to provide situations where the other players need to act. Providing encounters where you don't have time to get the authorities would force the others to act. It is easy to get the guards. I would say any guard force that ignored a report of monsters in the town, would be considered incompetent, an avenue this DM didn't want to do. I would love to see a clever solution used, more soldiers isn't it.

I disagree that the player is playing their character 'smart'. He is playing 'easy' and not in the least creatively. He might as well have a few hundred knights to follow him around, that would be a lot smarter than a small group of adventurers going into the dungeon. I would prefer to see him devise a trap or a clever ruse that splits the enemy into smaller groups that the party can handle better. Also, I think the character is ignoring his abilities and those of his party. Unless of course the encounters are too hard for the group to handle.
