For OP and @DaviBrand - the similarity is that the dragon "knows" its breath weapon has reset; it doesn't have to try to use it and only then find out if it has or it hasn't. For a beholder I believe the randomness of which rays are available is a game mechanism to simulate a bunch of things including maybe a type of resetting effect like the dragons breath, which eyes are looking the right way and frankly a mechanism to reduce the leathality of the beholder vis a vis the characters - a beholder who can choose just the right ray all the time is too damn deadly!

NRBH but I would say it is when the spell is cast, "readying" means pre-planning the (re)action you will take in response to the trigger - it is not the action itself.

Its no more broken than allowing players to roll - this can create much greater differences for and against the character. Roll an 18, choose the right class and you have 20 at 1st level. Similarly, roll poorly and you may not get there until 12th level.
